They've already had that for a while. If you drive in the left lane on interstates and highways unnecessarily you can get a ticket.
 
I would *love* this in New Jersey. But consensus here tends to be that 9 over is a lot, while I only think that 20 or so over is 🙂
 
How the heck would you ever enforce this? If someone complains that someone is slow in front of them, do you pull them both over and ticket one for driving too slow and one for speeding? If everyone would just not be in such a hurry all the time the roads would be far safer. And you save money on gas.

Now of course if it's a mountain pass and only one lane going each way and someone is going well UNDER the speed limit, then that's different as they are stopping people from even getting up to the speed limit. And since Freeways have a maximum and a minimum speed, it's going to be hard to enforce anything.

although everyone here seems to drive very casually (albeit) slowly, so its no problem passing them... unlike other places where you have chaotic traffic.

So theoretically, anyone driving in the left lane could get pulled over? You're either driving too slow or speeding?
 
This is law here in IL, but not enforced enough. Also, once we fix the problems with left lane hogs, we should then really thing about enforcing a "passing on the right" ban too ... But maybe that would be too civil for Illinois roads ....

Too bad that is state dependant. In Nebraska, you can legally use any lane for any purpose (left for slow and right for fast is perfectly legal). But then, you can legally pass on the right here and there aren't that many roads with more than 3 lanes each way.
