Because it uses less current... it only runs at 1400 mhz and has half the cache of the XP2500. Even though it uses higher voltage and a larger manufacturing process, it still doesn't use as much current.

well as fate would have it my new PSU was JUST delivered to me by the mail room as I was reading your response...
