I wonder if EA had anything to do with this. I can see them allowing BF4 added to a limited number of graphics cards during their initial release as a special offer, but they might not have allowed it to be in a general bundle deal until now. That way they could maximize profits when it matters most, during the initial days of release. AMD probably isn't paying the same amount per-copy that they would make for individual sales of the software (just a guess, but it makes sense).
I'm not trying to be an apologist but when any issue involves EA, I'm more inclined to believe EA is at the root of the problem than most other companies.
