You got a PC like that? Well then you proberly need some tweaking. Here are a few things that will help you too be able to play CS (almost) normal.
First off you need to make the loading time shorter so you can play those exciting pistol rounds and/or if you don't wanna get the 'connection to server lost' message after a (long) load.
Less load time
1. Custom.hpk
Go to your half-life/cstrike or counter-strike/cstrike folder and delete the file custom.hpk. The custom.hpk file is a file were all the sprays you downloaded from other people during the game will be stored. So basicly you don't need this file.
Also, open up your config.cfg in the half-life/cstrike or counter-strike/cstrike folder. And change this line:
hpk_maxsize "0"
to
hpk_maxsize "1"
It won't let the file get over 1 meg.
2. Low-load Models This doesn't work anymore since CS 1.4
Use low-load models. Everytime when you try to connect to a game CS is loading all your models also the ones you don't use. Like if you use your right hand for weapons cs is loading your lefthanded models also but if you don't use them it's a waste of load. Here are 2 Zip who will turn 500kb files in 500 bytes. Note that you will not able to see the gun in CS it's kinda like r_drawviemodel. If you use right hand in CS then you need too change the lefthanded models.

And here's a zip who has all the (left and right) models in it. So only use this if the other site is down. Because now you have to chose from the zip the ones you are going to instal. For example v_awp is leftside model and v_awp_r is right side.
extract them into your cstrike folder.

Increase FPS - Lower PING
1. High fps models
You can also change your 'Player models' in CS to lower your load time and increase your fps. There is a pack called High fps models which is very usefull in this. The models look very ugly but they help you raise fps.

2. Beta 7.1 Models
The models from beta 7 converted for CS 1.1, these aren't high poly models and they are much nicer than the high fps models so i suggest you take these if you have more power. They don't have the animation from beta7.1. The zip contains all the models + VIP but without hostages. Every model has it's own DIR and it should go in that for examplle the leet.mdl should go in the half-life/cstrike/models/leet folder and so on.

3. Resolution
Use a low resolution something like 800x600 or 640x480. I suggest you don't go lower then 640x480 because in the resolution lower then that. Your CS becomes very ugly and your sniper scope will change. But you can still try it.. maybe that last was just my taste.. =]
4. Commands
Try these commands they always give me a 30/40 ping =]
Place it in the config.cfg in the half-life/cstrike or counter-strike/cstrike folder. Or you just typ it into the console while you are playing CS.
cl_download_ingame 0
If you have this command standing on 0 then you will not download sprays from other CS players while your playing cs, you will also not upload your spray to other players. Note that other players will not see your sprays anymore nor you will see the sprays of them.
Or try:
cl_allowupload 0 Now you also don't upload your spray to other CS players. BUT when the server changes to a map that you don't have installed on you PC you don't download it untill you set the command to 1 again.
cl_allowdownload 0 Same as above only this command is for not download sprays from other CS players.
5. High Quality Sound
Turn off your "High Quality Sound" (can also be done with HLVES). Go into your Configuration/Audio menu and make sure it is not checked.
It will make the sound a little less dynamic. But will boost your FPS.
6. HLVES
HLVES is an easy to use program. It will auto-generate a config file with your settings.

8. LAG reduction script Go HERE and scroll all the way down. There's a Lag reduction script made by Desloc there. Which can be copy/pasted in the autoexec.cfg.

9. FPS tweaking guide
The nice guys over at HL Italy have made a guide about tweaking your fps. Go to this site there are a lot of commands listed and explained what they do. And they are so nice to tell you, what you should do to boost your FPS.
10. New CS 1.4 Command
In CS 1.4 they added a new command for bad PC's called
cl_minmodels if you turn this on (to 1) you will only use 2 models, one model for the Terrors (L337 kr3w) and one for the Ct's (SAS), So this will help you boost your fps, because your PC only has 2 load 2 different models instead of 8.
11. Drivers for your VideoCard
Get the latest drivers for your video card. Because they always will give you a little gain in FPS. This site has the links to the site of your video card

Okay this will give you a boost of minimum 2 FPS at a great loss of image quality.
1: right click on the desktop select properties.
2: find a tab saying OpenGL or Direct 3D pending on what mode you run cs at. and select it.
3: There should be a preselect menu, thing there saying best image quility or best performance. set it to best performance
Then select ok and use and start up CS.
SECOND WAY IN:
if you have a second type of detonator driver you use
1: right click on the desktop select properties.
2: go to advanced and select the card tag.
3: in here the 2 tabs saying Open GL and Direct 3d should be. select the appropiate for your CS mode.
4: Drivers can be diffrent so look in thoose 2 tabs for the best performance menu selection.
5: Select use then Ok your self back to desktop and run CS.
