ok I have one annoying problem. I set up a LAN between my desktop (p3 800 win2k) and laptop (thinkpad760ed, 133 w95). in the desktop i have set up a realtek 8139 fast ethernet nic, while the laptop has a smc 8022 10mbps nic. there is no hub, i use a crossover cable. when the laptop was running win98se, everything worked fine, but now i can get no communication betweeen the 2 computers. the LINK leds are lit on both of them, the ACT leds show some form of communication (or perhaps attempts to communicate). win2k show a lot of sent packets and no received packets.
ip for destktop is 192.168.0.1, for laptop is 192.168.0.2
workgroup is the same, computer names different.
ping / tracert won't work on network, work fine w/ 127.0.0.1.
smc 8022 self test program says it's ok usually, sometimes it fails external loopbak.

i don't understand where the problem is. help would be appreciated.

Install NetBEUI (because there is nothing to configure), and make it default protocol, if it does not work it is either basic drivers. Or hardware problem.
 
It sounds like a problem between the two NIC cards. One is running 100 and the other 10. Can the Fast NIC run at 10? Check your settings. If it is hard coded to run at 100 then it will not be able to make a connection to the 10 NIC.
