Network Utlilization Erratic, is that normal?

Excuse my ignorance in this matter.

I had to transfer files out from my main box to my older box and laptop today. These were large number of files and large files in general. Total size of files transfered was over 150GB. It was during this transfer is when I noticed how erratic network speeds are. Network Utilization ranged from 25%-99%. I'm not sure if that's the norm and that's just how it is, or if there is something I need to tweak or adjust. If anyone has any input in this issue, it would be greatly appreciated.

I need to transfer those files back, so it would be nice to have it going at full
