Network Tools to check latency and packet loss

Is there any free network tools that can measure latencies and packet loss over a period of time and summarize it.
Preferably one with an easy overview like the one below:

 
Guess my wording was unclear.
If you see the graph of that screenshot, I would be able to see the time period when my latencies are bad. If ran for an extended time I might be able to pinpoint the trend.
Ping doesnt really do that. Unless perhaps there's an online place where you can paste your ping output and they'd create a line graph out of it ?

check out solarwinds, maybe one of their free utilities can help you out.

depending of what routing device or software you use, it may be built in. Pfsense has some robust utilities for monitoring stuff like this.
