Network problem, anyone had this problem?

This problem has happened on a few different machines so I'm going to list the actions and then you can make suggestions.
System is installed with a fresh install of WinXP Pro SP1. Next the drivers for everything are installed, then the Blaster Worm Fix. The internet is then connected, DSL with a static ip and all the windows updates are installed. After the reboot from windows update the network card appears and disappears continually. If the network card is set to DHCP the card will sit fine in windows. Any input is appreciated.

works fine with DHCP, blinks on and off when static is used... hmmmm

the actual card disappears, like physically from device manager? like gone? or the internet connection drops. Duplicate IP? if its the card that disappears, i'm clueless
 
The message in the corner keeps popping up, the internet connection is unplugged, then it reconnects and so on. Weird sh!t.

Is this an integrated NIC or a separate card... I've heard of similar problems with some integrated NIC's.
Don't know a fix though...
 
Integrated NIC's, both on different model ECS boards. Most likely just a flakey batch of realtek NIC chips. If anyone else has input I would love to hear it.
