Network printing

I want to add a color laserjet printer to my network. However, I do not want everyone and their dog printing everything in color. How would I go about restricting certain users to printing in black and white only? And more importantly, how would I lock the restriciton down so that a resourceful user would not be able to circumvent it?
 
just set the default's to black and create a group policy for printer..one that allows management..and one that does not....this is using windows....

Linux is another bag of marbles...
 
Is there any way that just the color settings can be restricted, and not the whole print management? I still want the users to be able to choose paper size, output tray, and such...
 
Goosemaster's suggestion (default = black; color = for special users) also works in Linux using the CUPS printing software. It lets you set a default, but you can specify either a list of users or a group (or a list of groups) that have access to the printer configuration.
