Network power surges

My sister is a university student. She's had some weird computer problems that the university tech support says are due to power surges over the network.

1. If there's power surges over the network, doesn't that mean their network must suck? Shouldn't they have surge protectors and such on the network?

2. Can you buy a network cable surge protector? I've seen them for phone lines and coax cable, but I've never seen a network one (probably cause I've never looked for one).
