Network connection getting dropped

Ok, this has been a problem for the past 2-3 weeks. My downloads constantly pause and I am unable to restart them. This happens no matter what size I download and where I download from. I just got Leechget but it still pauses every few megabytes in large files. I am also unable to download via DC++ or Soulseek and Bit torrent is very slow and often drops connections. Finally I've began noticing that my ICQ connection gets dropped several times a day. So I guess I am wondering what may be. I've done several virus and spyware scans. I have no firewall on and I've changed my network cable three times to no avail. My connection is through Charter Cable, but the landlord in my apartment complex controls it. I was thinking it may be that many people are sharing the connection and this is slowing it down, however the connection isn't slow, it just gets dropped. I am unable to update Windows because the download keeps stopping a little bit in. Sorry if this seems incoherent, but I'm getting really sick of this. Thanks for the help.
