Ever since the last lightening storm my net speed seems to be screwed up while playing fps games.

Both my server and my main computers received a loss of power during the storm.

I'm thinking that one of my network cards might be a tad screwed up. Is there any Linux/Unix software out there which could give me an indication as to whether or not my network cards are still fully fuctional?

You could play with network benchmarking tools (netperf maybe?) to see where the bottleneck is. If it's a throughput issue. If it's latency, it might be tougher. :p

There are some tools to do diagnostics on specific NICs, no idea if they'll tell you want though.

In Debian they're in the nictools-pci and nictools-nopci packages.
