Network Analyzer?

I had tried Wireshark in the past, but iirc it only showed i/o data of the computer it was installed on. I was looking for a program to analyze the entire network.
Also possibly a way to limit the amount of bandwidth a computer uses on the network?

There is many Network Analyzers. However they are mot the same, you should be more specific in what you want to Analyze.

Limiting Bandwidth can be done in hardware if you have a Router that supports it.

Wireshark on a span port. You can capture whatever you want provided you have the switches to do it.
