Netflix Streaming Issue

I have an odd issue where intermittently I can only stream Netflix at around 100 KBps. When that happens, I speed test around 15 Mbps and can stream video off sites like Dailymotion or Amazon at over 1 MBps. I don't think it's port forwarding issue, as Netflix should be on 80.

Note: When I say intermittent it's like on certain days it streams around 100 KBps and others it will stream at 1-1.5 MBps.

Any thoughts? Is this Comcast throttling Netflix?
 
There have been some reports of certain ISPs having issues with Netflix speeds. I haven't seen any problems with it on my Comcast connection and haven't heard of anyone else having that problem, although it's definitely possible.
