Netflix gives priority to lower unlimited plans?

Is it true that netflix gives higher priority to a person who has 1 dvd at a time unlimited plan vs 2 or 3 dvd at a time unlimited plan ?

I don't see how they would be able to easily sort things in manner that would prioritize taking one DVD out of an envelope and shipping a different one out, but I could totally see why they would do it.

It's like... why would you give someone three hot new titles and make a person with one title at a time wait for just ONE of them, when you can give two or three people hot titles at the same time? You also have to consider that the average person with a three DVD plan might not watch things on the day they get them as they prolly have other movies to watch first, whereas someone on a one DVD plan probably doesn't hold on to them as long.

The netflix terms of service does not say that people with lower plans get priority, but does say that people who get less DVDs get higher priority.
