What is the best program that I can use if my daughter wants to go on the internet, and I don't want to have to stay in the room to make sure she doesn't accidently browse to a porn site (like whitehouse.com happens to be a porn site...)

I'm running win98se on a cable modem, if it matters.

One of your options (easier than software) is to make use of one of the proxys many eduational institutions have installed for their students. Search for "bess" and "proxy" and you'll get a couple.
