.NET Framework 3.5/3.5 SP1 not updating correctly

Hi, I recently did a clean install of Vista x64 on the following machine:

E4500
4GB DDR2-800 (Passed Memtest)
8800GT
Spinpoint 500GB HDD
Gigabyte P35-DS3L

Windows installed most of the updates it needed correctly. After a couple days it got stuck on the same 30 or so updates. I reinstalled the Windows Update software itself and did a clean boot with no non-microsoft services running at startup, and was able to get most of the rest installed one or two at a time.

I have 13 important updates left to install. Most of them fail with error code 80242016, which from what I read means that a failure on a different update is holding them up. A few others have error code 80070BC9. One of those is the .NET Framework updates, which I have a sneaking suspicion may be a big part of the problem.

The Framework doesn't show up anywhere in Add/Remove programs for me to uninstall manually. I tried the cleaning utility found here: http://support.microsoft.com/kb/923100/en-gb but still have not been able to install.

When I try to manually install the .NET framework by running the 2.8MB exe from microsoft's website, it claims to finish downloading the update almost instantly, then the progress bar moves all the way to 99 or 100% and hangs there indefinitely.

I've been wrestling with this for a couple days now, and I'm at a loss. Thanks in advance for your help AT!

Windows Update is one of those quirky things where if something doesn't go through right - expect to have issues across the board. Since this a fresh OS install you probably haven't installed anything on it - why not reinstall the OS?

I have a couple games installed. No important data yet, but it just seems like a pain to go through the process of formatting and reinstalling when this install went haywire in a matter of days. I would love to get a little more idea of what went wrong before I potentially spend a few hours reinstalling just to walk into this same situation.

I've seen the .NET Framework update failure on three or four computers and have been able to fix the problem. I follow the procedure listed in this MS KB and re-install in the exact order listed. I use the .NET Framework Cleanup Tool, remove ALL the .NET Framework versions, and then re-install:

Have you tried saving the file, rather than running it? Sounds like a temp file problem. Save it somewhere (else), then run it.

I was able to install the june updates after running a repair of .net 3.5

How much of the updates have gone through? Do you have SP1 installed? SP2?
Since I've run the cleaner and tried to reinstall more than once, it's tough to say. None of them show up in Add/Remove programs or as valid targets for the removal tool.

I've seen the .NET Framework update failure on three or four computers and have been able to fix the problem. I follow the procedure listed in this MS KB and re-install in the exact order listed. I use the .NET Framework Cleanup Tool, remove ALL the .NET Framework versions, and then re-install:

That 2.8 MB installer for version 3.5 is the one that appears to do nothing for me. It claims to download the entire update in a matter of seconds (the actual data is somewhere in the neighborhood of 200 MB, isn't it?) and then hangs once the install process gets to 99-100% on the bar. Is there a place where I can download the full update and install it without that download helper?

Have you tried saving the file, rather than running it? Sounds like a temp file problem. Save it somewhere (else), then run it.
I was afraid that part of my post might be unclear. I almost never run downloads straight from the internet, my usual procedure is to save them first, then open from my hard drive. That's what I did with the .NET Framework as well, and it didn't work.

@rdubbz: What method did you use to repair it?

I just tried that download. I got a 2.8 MB download onto my desktop, but I'm not getting it to run on my Windows 7 computer. No error message or anything. That might be an issue with Win7 rather than the download itself. I don't know.

The notes on .NET Framework 3.5 say it includes .NET Framework 2.0 SP1 and .NET Framework 3.0 SP1. You might try some individual downloads:

I booted in Safe Mode and ran the cleanup tool as an administrator. (Thanks tcsenter, it was the latest version.) I then rebooted again and am running through the process on the 3.5 SP1 installation. We'll see how it goes. If this doesn't work, then I'll try what you suggested with the individual downloads.

Edit: It's sitting at 100% again. The hard drive LED is still flashing away, so I'll give it some time I guess. It's already been a good 15-20 minutes in this spot, but who knows.

Edit 2: Yeah, an hour later it's still in that spot. Time to try the individual installs I guess.

The first two files refuse to install because my OS is x64, not x86. Fine, whatever.

3.0 refused to install because it said I needed to go into "Turn Windows Features on or off" in order to install .NET Framework 3.0. In typical help message fashion, it did not specify exactly which features to change, or whether they should be on or off. Some features of .NET Framework were off and some were on, so I turned them all on. Maybe that was the wrong way to go, but I ran the setup program again, and it got to about 50% before it hit an error. It finished installing, but noted that some files were removed.

This is the text of the error log:
"[07/29/10,10:23:20] VS Scenario: [2] CSupportedPlatformCheck failed : You must use "Turn Windows features on or off" in the Control Panel to install or configure Microsoft .NET Framework 3.0.
[07/29/10,10:23:20] VS Scenario: [2] Failed to pass the Warnings/Blocks checks in CVSScenario::Start()
[07/29/10,10:33:35] setup.exe: [2] ISetupComponent::pre/Post/Install() failed in ISetupManager::InternalInstallManager() with HRESULT -2147023293."

(I also don't get why there are any .NET 3.0 Features on my computer prior to the installation after I ran the cleanup utility.)

That whole "Just reinstall your OS again" thing is looking more and more attractive, but I really feel like there's got to be a proper way through this.

Try installing the service packs one by one from http://support.microsoft.com/kb/935791#Method3

After they are installed, try and run Windows Update again.

I couldn't even manually install Service Pack 1 successfully. I closed everything, ran the installer and left the computer alone for a while. It eventually restarted and said "Updates could not be installed successfully, reverting changes" or something similar.

Le sigh.

Also, I've already run the System Update Readiness tool and it didn't work either. As far as the Office 2007 bit, I'm not sure how that would be possible. Is it saying that there are bits of the Office 2007 beta package on all recent Windows installs? If so, I'll have to check into it more. Otherwise, I've never owned Office 2007.
