Neon antennae legal in michigan?

I saw one for only 40 bones and thought it would be really cool to have one, but dont know if its legal or not. I have a blacklight in my car too, so while I'm on the topic, is the black light legal too?

I've seen a few black lights around the area, don't know if it is legal though
