Yea, it was done on purpose.

Well, Neos is Greek for 'new'. I'm pretty sure the Greek is in turn from Latin (neo?). I'm pretty sure they wanted his name to be symbologic for change, as opposed to being rearranged to be a number. If you watched anime you'd know the famous city "Neo-Tokyo" that exists in freaking EVERY SINGLE SERIES that means "New Tokyo".

"Rats live on no evil star" read backwards is "rats live on no evil star."

Additionally I don't think there's a word for a word which spells a new word backwards.
