Neighbors kids seem to be disobedient

These kids are disobedient but their parents have yet to take them to the gets of the city and speak to elders about the children. They refuse to stone them to death like god commands. What should I do?

Look, if your parents weren't willing to do right thing and stone you as a child, then where the hell do you get off complaining about your neighbors?
