..advise the cops. more then likely there's something wrong. the TV may be a cover for some other activity.

Anyway, I failed to read any mention in the OP of ASKING THE THE NEIGHBOR TO TURN THE TV DOWN. Take muskets and blankets to curry favor.

Sleeping with earplugs can lead to your death in the event of a fire, depending on how loud the alarm is with the earplugs and how hard you sleep.

Personally if the TV is that loud, call the cops and file a complaint.

"I'm racialphobic, and and one of my black neighbors keeps her TV on 24/7. What can I do?"

Gimme a break. Yeah, OK I left myself open to racialphobic (new term to me) by explaining my take on her gender and ethnicity, however I've heard several telecasts dealing with Obama and figure she's all excited with the prospect of the next president being "black." I'm voting for Obama but if he loses I have to think that a potential benefit to me is that I may no longer hear that TV, at least as much. Sorry if I seem racist, I'm really not. I generally get along fine with all races, don't look down on black people, really admire a lot of them a lot, but I'm having a problem with one right now, evidently.

And on the original topic, fucking grow a pair and ask her to turn it down. If she doesn't (and you have a clear line of sight) you have two options. Turn the shit down with a universal remote (make sure and check out the brand when you're asking her to turn it down if you can see it) or call the cops depending on which one you'd feel better doing. (From the OP you sound like you'd be better off calling the cops). As was stated earlier your city is quality of life crazy and should get her to STFU.

If you don't have the balls to do any of this then itsounds like you have other issues more pressing then this one. In fact, if the issue is occurring right now I'm not sure why you're in front of the computer instead of banging on her door.

This computer is on the other side of the house and I can't hear it from here. I did write the OP on my laptop, though, in my bedroom.

Defending myself just comes naturally. Yeah, I realize that in ATOT it can be pretty tough. BTDT.

Yeah, I guess I'll knock on her door. I can do that. I'll be nervous, I know, but I'll do it. If that doesn't work, yeah, I'll call the cops. I'm not sure what kind of footing (legal, etc.) I'd be on using a universal remote to control her TV. Like I said in a post I made a few minutes ago, I am wondering if it would work. Would the remote penetrate through her window and activate the IR sensor on her TV? I mean most TVs use IR, not radio frequencies, right?

I'm figuring this woman has issues, serious issues, if she needs to hear that TV all hours of the day, even when she's sleeping. That's partly why I'm nervous talking to her about it.

if you can hear it in your house, I'd imagine it must be quite loud from the street.

You're the first person who suggested talking to the management first, the idea I got only a couple of days ago. The thing about the street is that the apartment is way back from the street and probably not very noticeable from the sidewalk, etc. I have to wonder if other people in the apartment building aren't bothered, and there's another house that can probably hear that TV very well. The apartment building is on the corner. I'm on the east, the other house is north.

What kind of TV is it? And is it right next to a wall. If you really want to get ride of it, then a strong electro-magnet will do wonders, that or a homebuilt tesla coil should knock out most radio/TV signals :D Though your other neighbors might not appreciate that.

Your neighbor probably fell down and hurt herself so badly she couldn't move. The phone was out of reach and all she had near her was the tv remote, so she left the volume blaring day and night hoping one of her neighbors would get tired of the noise and come to complain thereby discovering her plight. Sadly, because you didn't have the balls to go talk to your neighbor, she has died from lack of food and water.

You're the first person who suggested talking to the management first

seems like the easiest thing... you really have no way of knowing who it is unless you're peeping into their windows and if it's like any apartment building that I've ever been in, people can't just walk in off the street and knock on an apartment door.

I know pretty much nothing about this type of thing but I would imagine that unless it's loud and physically damaging you're hearing you won't have any problems.

I have no clue what kind of TV she has (and not proof that it isn't a he but my intuition and experience say she). Also no idea where it's situated in the apartment. I figure I can assume it's in the room with windows open on my side, although I think there are two such rooms. It's in one room or the other -- both have windows open 8-9 months of the year, at least this year.

Electro magnet, well, the downside is EMF's, and I don't know what you mean by "strong." I figure she's got cable, but don't know for sure. Myself, I don't have cable, and get my TV off rooftop antennas (principally one, that's on her side of my house roof).

Obviously I don't want to alienate my neighbors.

This is plausible but unlikely. It seems to me that the volume changes sometimes, sometimes louder sometimes not so loud. Occasionally it's so loud I can make out the words and that's something because I have below normal hearing capacity. I had my ears tested and my graphs show attenuation about 50% from 3000 hz and above. I say "what" a lot in conversation.

Anyway, I guess it's possible (though unlikely) that my sense that it's louder sometimes and not so loud others is just my imagination and that she's dead.
