back in the old days of cable modems, you could see everyone on your node in "My Network Places." i found some guy that had his whole computer wide open. judging by his files, he was a preacher. so i printed out "(name), this is god. i am watching you."

knowingly connecting to a network you are not authorized to connect to is illegal in most places as i understand it. Sending them a message would probably not be a good idea. if you just locate them by following the signal then that probably would be ok but you will probably freak them out when you knock on the door.

If you are determined to be the good samaritan here, just follow the signal to their house, knock on the door, and tell them the truth,

"I was installing a wierless network for your neighbor, and notice that yours is insecure. You should probably fix that, or have somebody come do it for you. Have a good day"

they won't be "freaked out", they will be gratefull
