I have the Sceptre 22 inch, and I am not unhappy with it. It is far from the highest quality monitor out there though.
Pros are low price, fast response, hdmi port
Cons are light bleed issues, flimsy stand, cheapo DVI cable
It looks pretty good--bright and crisp, except for the light bleed (which is minor but still noticeable). The included DVI cable, as I had read in reviews, was junk and alternated between causing screen garbage and making the screen go all green. A Dell DVI cable from borrowed from another monitor made black pixels appear bright red and made all other colors pinkish. I was almost ready to RMA it when the second cable did not work. A Monster brand DVI cable solved all the problems, but Monster cables are not cheap, so the low price of the monitor was somewhat negated. The stand is probably OK, if you don't plan on moving it around a lot, and it is in no danger of being knocked over. I am putting my sceptre on an ergotron arm as soon as I have a free moment.
VGA (using my own cable, did not bother with their cheap looking stringy thing, as I have plenty of good VGA cables) also looked great. It does a decent job of mapping DVDs to full screen (letterboxing can be turned on and off). I haven't tried many games with it but HalfLife 2 looks very good, and I noticed no ghosting. An HD video camera connected to the HDMI port looked very good as well (also using a Monster cable, as no HDMI cable is supplied) even though the monitor is not really 1080i resolution.
I am still happy I got the Sceptre, since I can attach every video source I own to it. I do not think it is the most reliable or high quality monitor. I recommend it only if you want to a monitor that is very flexible, and do not mind replacing the junky cables.
