Need to replace ECS K7s5a on the cheap

The second DDR slot on my ECS K7s5a has never worked, and after 2 years, the memory stick in the first slot failed. I just had that stick replaced by Kingston (great experience), but now I'm paranoid about this board frying this new stick. I'm married now, with a 10 week old son, so I don't have time to research and develop a short list. I'm hoping you all can provide the short list for me, and I'll narrow it down from there. =)

The board needs to support:
PC2100
4x AGP
Athlon XP 1700
2 ATA busses
onboard sound (can be crappy, don't care)
USB (don't need 2.0)

It doesn't need:
ps2 ports
serial/printer ports
Ethernet port
Video
Firewire
SATA

Support for faster CPU and RAM for future upgrade would be a bonus. I really need to keep the cost below $60 so I can finance this by selling a router. If that means used, so be it, as long as it has a good reputation, unlike my K7s5a. =P

PC-Chips M811 would be the cheapest option at around $30 or so. No SATA, no video, no firewire, basic stereo sound, LAN, USB 2.0.

Your next upgrade will very probably step away from socket-A. Buying "with headroom" makes no sense, the platform is on its way out.
