Need to control bandwith on certain PC's in a network - Please Help

I'm renting a house with 5 other fellas. We decided to all pitch in for a DSL line, but someone is always hoggin up the bandwidth. Is there some kind of software that can adjust amount of data flowing from a certain machine, so that we can all equally utilize our Internet access?

I have a Windows 2000 Advanced Server that I'm playing around with. Can I configure that as a Proxy server or is that Proxy thing a separate software?
 
You can use that. Then funnel all the machines through it to your DSL. If someone b1tches, tell the unknown offender that it's a firewall. 😉

Actually, you'll want to really put firewalling on the 2K and also make sure you're patched up with the latest exploit patches. I don't use mine to go through to the net, and I don't recall hearing others talk about implementing native support for throttling back by IP. But if this actually does exist, then it would be interesting. I would expect there would be 3rd party packages out there that might do a better job though.
