Need some sort of TV tuner for laptop

But it looks...horrendously cheap.

Don't want to spend past $60, unless really need something.

And I don't need HD. Seriously. It's fine as an option, but I think my school only has
free regular tv (what is that, DTV? coaxial?)

I would suggest springing for this:

Just because Hauppauge is pretty much the standard in TV tuners. That way, when you decide you want to get a copy of BeyondTV or something similar, it'll be supported.
