Need some quick help

I need to format my HD and install windows XP pro. I have an HP laptop. i just got it and their stuff comes pre-loaded with too much crap and i dont like that

i have tried win 98 and 98 se boot disk. In the bios I have change 1st boot device to floppy.

When i try to boot with the floppy in to format it tells me

Remove disks or other media Press any key to restart
When i take the disk out and hit a key it boots into windows. .

What do i have to do to format???

Why not just boot from the 98se CD? Format from there, or just use it to boot into DOS and format.

Beeeecause I dont have 98 Se i downloaded the boot disk.

How do i jsut boot into dos?
