I was given a PC Chips A31G rev 1.1 mobo...
I have looked on several sites and all they say is this concerning the CPU-- ? Socket 754
? Athlon 64 / Sempron -- no mention what speed the CPU can be....or can I assume that any PSU that fits the criteria of socket 754 - athon4 or Sempron will work?

Earlier semprons were 32 bit; same for motherboards. A few socket 754 boards won't post with the newer 64 bit semprons without a bios flash. Check pcchips website for bios updates. If newegg carries your board, you may find a manufacturer's page link. Just click on it for specs.

there site says that it can use an athlon 64 or a sempron chip....

does that mean any athlon64?

I would say "any Athlon 64 or Sempron released prior to the BIOS release date"

You might be lucky, but I would assume that it would work just like with the new Intel CPU's - the BIOS update for my ASUS motherboard was required in order to use the new 1333MHz CPU's.
