need some history help

I came across some russian commander the other night who was in charged of monitoring US missile activity and was set to launch Russia's nukes if we launched ours. He recognized a computer error that said we had launched one of ours but said "If the USA was going to attack Russia with nukes, they would shoot more then one" or something to that effect. I can't recall his name and was wondering if someone could help me out.

you don't remember that? it's one of my top 10 cold war memories; the Vincennes and Kennedy incidents are 2 other airplane related ones.

I was only 4 at the time.

I was 5 and I remember it because of all the fuss. I remember my parents and everyone glued to the news and its all everyone was talking about for days and days.

Oddly trivia too is it also helped provide GPS to the public.
