Need some help with web page.

I have a question about making a website. I want to put a heading and a footer on the page that does not get reloaded everytime I load a different page. Can this be done in CSS or is there another program that can do this. I basiclly want just the content in the middle to load each time I go to a different page. Thanks for any help.
