Need some help with VLC

I am currently running the latest version of VLC on Vista Ultimate. When I first installed VLC, when ever I enlarged a video in VLC, the start bar would disappear and when ever I moved the mouse I had an on screen set of controls. Now when in full screen the start bar remains and I do not have the on screen controls. I have not changed anything since I first installed it and I check the preferences and the on screen controls option is still selected. Any ideas?
