I would change broad speaking to generally. Or, better yet, reconstruct the sentence to say this:

The United Nations, while maintaining peace and security, encourages respect for the human right.

This way you can rid yourself of &quot;to be&quot; verbs, which are generally thought of as &quot;weak&quot; in the grammar community.
