need some help with cpu installation

I'm installing an AMD XP 1700+ with a global win heatsink/fan. There are 4 little spacer tabs on top of the cpu that keep the heatsink from directly touching the cpu. Is that right? I tried, and the tabs seem like they're meant to be there, ie they don't come off easily. I always thought the heatsink was supposed to sit flush on top of the cpu. Anyone have any experience with this? Thanks.
