Need some help trouble shooting

Alright I have a problem it seems here. On a sinxp1394 I got here I cant get video, none. And I know the video card is good, as I tested it in another system. Also, I dont think its the AGP slot, as the PCI video cards i tried do the same thing. Its a 2.4B and 1 stick of corsair PC2700 512MB. I think it MIGHT be the PSU, I cant tell for sure. Its some cheap 400. If the little 12v plug didnt work could that do it? Im all out of ideas here, any help is welcome.

Are you sure its seated firmly?? (can you see any of the gold leads) if you can
its not all the way seated.

Not a 100% on the 12v plug, but if its not supplying any power then I would have to
say yes that could be your problem. Have you tried any of the other 12v plugs??

Do you hear any beeps??

I'd also suggest a quality PSU.
 
Well ive already done all the normal testing. The video is fine, radeon 9000 pro, and i tested it in my system. I then tried some PCI cards that i know work and the same deal. I tried some different ram, no good. I also tried my PSU, antec true430, and the problem is still around. So im to the point where its got to be the mobo or processor. I plan on putting the 2.4 in my IC7 in a while to make sure. Then I guess its RMA time.
