So she has a Samsung S7 through Verizon and wants to change to Att. I'm trying to figure out if she can use this phone on Att network. I'm a bit confused looking at this info. On Gsmarena it looks to me like its really one phone rebranded? http://www.gsmarena.com/samsung_galaxy_s7_(usa)-7960.php

Any help would be appreciated.

Verizons S7 site says

LTE (Global) B3, B7, B20
GSM Quad B5, B8, B3, B2 (850/900/1800/1900Mhz)
UMTS Quad B5, B8, B2, B1 (850, 900, 1900, 2100 MHz)
TDS CDMA 34, 39 TDD
LTE 38, 39, 40, CAT 4 / CAT 6 / (CAT 9 capable)

Att S7 site says

4G-LTE Bands 1, 2, 3, 4, 5, 7, 8, 12, 20, 29, 30, 38, 39, 40, and 41
4G HSPA+ with enhanced backhaul
3G – UMTS 850/900/1900/2100MHz
GSM/GPRS/EDGE 850/900/1800/1900MHz

Yes. You can either flash the US Unlocked "U" universal firmware, or flash the AT&T 7.0 firmware and get full AT&T-native functionality.

On the US models (V/T/P/A) the LTE bands are locked in firmware. The U FW unlocks them all, or the specific FW for each carrier exposes the bands supported by that carrier.

How difficult is it to flash? Where do I find these firmwares?

All the info is on XDA.

If you want the U firmware, the files are here, the instructions and tools needed are here.

Here's the link to the AT&T forum if you want to go that route - there's a lot more work to be done to get the AT&T 7.0 firmware. https://forum.xda-developers.com/att-galaxy-s7

Edit: It's not too difficult actually, just a lot of legwork to find the files and steps you need.
