Need some FTP Dos help

I want to allow someone to upload files to an FTP server that I have a manager's account on. Here are my two options:

1.Try to create on account for them. What is the FTP-Dos command to create a new user? Does such a command even exist?
2.Change my password temporarily to let him use it, then change it back. So how do I change password using FTP Dos?

Does your computer have Windows on it and you're using a command console? Or are you in a pure DOS environment? Not that I have an answer either way, but I have a feeling that this is a necessary step.

Can't you just enable anonymous logins for a while until your friend is done?
 
In in Windows and am just using the DOS console. The problem is that I'm not the owner of this FTP site. I guess the best thing would be to change my password temporarily, but I don't know how to do that unfortunately.
 
Sorry dude, no go. I don't think you have the ability to change the password of an ftp account from the client side. You'd have to speak to the FTP administrator.
