Need software to monitor user activity

I need to find some software to monitor user activity which at the least would include IM and Internet usage (web surfing habits). Does anyone here have any ideas?

Price is not an object as it's been requested from HR and they are paying the bill.

We use Blue Coat which can automatically categorize sites a user goes to. That's a lot easier than deciphering that yimg.com belongs to Yahoo etc.

It's also able to record conversations and report statistics from MSN, AOL and Yahoo.
