The standard video capture card recommended by most of the video editing types is the Pinnacle Studio DC10+. PCI card. List 99, sells usually for about 80, can be had for less.
Only runs under win 9x, not Win2k or NT. Need to double boot if you are using W2k.
Comes with pretty good entry level video editing software.
The leading edge these days is direct digital videocams, and DV fireware capture cards with Adobe Pinnacle software and others bundled. Comes in at about $400 minimum. I don't think these add much, orther than the software, for analog video capture.
