Need recommendations for a cheap system w/ a LCD monitor

My neighboor across the street asked me if I knew of a place to pickup a couple of inexpensive PCs to replace his old ones. He's really using old technology at the moment a 300mhz and a 900mhz machine. He needs one for just web browsing, email, etc.. and a second one for doing business (Excel, Powerpoint, etc..). Anyone know of a sale going on with a mid level system with an LCD somewhere in the 400-500 dollar range?

EDIT: srry, I didn't read your whole post, that value pro is ~$1000 and more of a budget gaming machine. Dell has some good deals, hp also has some good ones
