Need recommendation for video card, $60 or less

If you can find one for under $60 you might want to consider the Matrox G400, here's a guy selling it for $55 shipped but it's rather rare to see them for sale:

For decent 2D, the other choice is a Voodoo3 and here's a person selling it for $55 shipped as well but it's gonna sell fast at this price so if you're interested in either of them I suggest you contact the sellers and see if they are still available!

I usually stay away from the value lines of the tnt2 (m64, vanta, etc.) because they sacrifice alot of performance to make them cheap. How much is that card that you are looking at? It can't be that much less than $55 (those two cards I recommended above). I would pay a little more and get an overall much better card. If that g400 is available, you should buy it as quick as you can, it's a kickass deal at that price
 
No doubt the Matrox G400 is the king of 2D but my experiences with it on 3D Games has been disappointing. I use the Elsa TNT2 Vanta 16M cards in my value gaming systems and I see very little loss compared to a 32M/128b TNT2 (or a GF2MX) at normal resolutions (800X600 and 1024X768). I agree that at higher res they degrade quickly but for the Money ($49 at MWave) the Elsa 16M TNT2 Vanta is a killer card. I Agree that some of the cheaper generic M64's and Vanta's Suck but Elsa knows what they are doing.
 
If you can still find a Viper II, you might wanna give it a try. They were sell for 59.99 - 20.00 rebate last time I looked. Win2K is not an option with them, but if win98 and UT are your thing don't think twice.
