Hey guys, i couldnt write HTML to save my life... so I need your help on making a very easy template/structure

I figure with your expertise... it should take no more than 10/15 minutes to do... I'll PP you 5$ for lunch money for your time :D

1. It's really simple.. I want the main index page to load like like this...
There is a top horizontal area for navigation... just an easy implementation.. be it tables or whatever (i dunno)... it has a few links that opens the intended page in the large area below
i just want the barebone structure... i can change the navigation to graphical buttons or whatever later on.. i just want the framework

2. I want to have one page with a text field submission capabilities as
shown here
the user can enter information in a field that stays near the top of the page... once submitted, that info is posted in the area below. i dont know if this will take php or perl or whatever... i just want it as simplest as possible (for future WYSIWYG modification)

make a quickie, link a sample, and if i like it i'll send ya zee monies. only 1 winner okay! :D just the first one that sufficiently meets my needs... thanks alot :D

well yeah, i have a bunch of templates with frontpage and dreamweaver and stuff too, but i'd rather have it superbarebones then build up on it rather than take a complicated one and strip it down

thanks anyways :)

How do you want the comments from the submission page stored? Database? File?

methinks database is harder to manage? if it could self-append to the html file then that would be better... but to a separate text file that the webpage loads is fine, too... :)
