Need opinion on a new system

I have (or rather, my friend) has around +/- $500 to spend on a new PC. This is what I'm thinking:

Windowed Case w/ 400W PSU + 2 80mm fans $60
XP2100+ Thoroughbred $82
Volcano 7 $14
512MB DDR2700 Ram Crucial $70
Geforce 4 Ti4200 128MB $125
Epox 8RDA+ $94
Lite On 52x CDRW $50
his old HD/floppy

The Epox is a stable board right and I should able to oc to 2400+ without much trouble?
ALso, what's another good online retailer like newegg that's not located in CA (tax is too much..). LMK your thoughts on this system, thanks.

Get some hyperX 3000 or 3200 even instead of the crucial
also if you're going to o/c that thing hardcore, you might want a better hs/f ... i.e. slk-800 and ys tech or tt smart fan 2
oh... for a ps unit... never take quantity over quality.. even though it may be 400W's make sure it's a quality powersupply

two i'd recommend are the allied true power 450W $43 or so at newegg or the fortron (sparkle) 350W $35 @ directron.com

You can get an XP2400+ for $94 and OC it to 2600+ or if you're luck 2800+ speeds.

Also local retailers (Best Buy, Circuit City, Office Max, etc, etc...) often have weekly rebate sales on their CDRWs, sometimes $20 for an Aopen or Liteon.

I probably use the multiplier moreso than the FSB for ocing so the 2700 should be enough shouldnt it? I heard Thoroughbreds run pretty cool and I dont plan on ocing too much...

The hard drive should not be overlooked. Your friend's new computer is going to feel like a turd if he has an old, slow hard drive.

It's actually pretty good. MAxtor 20GB 7200RPM. He doesnt need that many gigs..

I'm not talking about storage space, I'm talking about speed. It's been said many times here that the hard drive is the slowest componant... so a smokin processor and tons of RAM won't do a thing if it has to wait for the data from the hard drive.
