I remember seeing an article about how to give a certain program more CPU/system resouce sharing while running among others. But I can't seem find it.

Does anyone know how to give greater CPU/system resource sharing to a program?

Well, primarily, windows will give the "active" (the program that you are looking at or using) highest priority. You can give a program higher priority manually by hitting CTRL-ALT-DEL and going to the processes tab. from there, find the program u want, right click it, and go to "set priority". That?s all you can do, if your still having problems then you might want to reduce the overall amount of processes you are running on your comp at one time to minimize CPU overhead. Hope that helps you out! ;)

Do you routinely run at 100% cpu utilization, per Task Manager?
