Need MANUAL ICS setup instructions

My Network Setup Wizard will not run correctly on either my xp or vista laptops. So I need to manually set up ICS between these two machines. Here's the details:

XP professional -SP3 toshiba satellite pro laptop (the server) is USB tethered to my smartphone and gets internet properly. My Vista - SP2 toshiba satellite laptop (the client) is networked thru my wifi router, Linksys WRT54, from the xp, and each machine can share the files from the other machine. This much works great.

When I try to run Network Setup Wizard on the xp to enable ICS on the USB phone connection, the wizard hangs up forever during the last phase ("please wait while wizard configures...."). The wizard (netsetup.exe generated by the xp) won't work right on the vista machine either, reporting "cannot complete wizard. An error has occurred during configuration on this computer." Since the wizard never finishes, I assume that ICS is never really getting turned on.

My problem is that the vista pc will NOT get an internet connection. So something must be wrong with the ICS setup. I have manually set the xp server wifi NIC IP to 192 168 0 1 and the vista client to 192 168 0 2, as I believe is required for ICS to work.

How can I correctly turn on ICS manually on the xp without using the wizard? What I've tried already is: Workgroups match and file sharing is turned on. In tether/properties/advanced, I have manuallly checked ICS, unchecked "allow others", and in "Settings" have checked all options except remote desktop and telnet.

File sharing works, internet never gets to the vista pc.
