I'm working on a older computer (P4, 512SD-RAM, ATI 9200)
Computer wouldn't boot until I removed a dead stick of RAM.
Removed all non-essential Hardware, webcams, network cards etc
The computer POST's, and I can access the BIOS but once I get to the logon screen, if I choose an account it restarts over and over again.
It boots it safe mode but I'm not sure what the problem is.

Corrupt windows files or drivers that do not play well. You're using XP I assume? If so try doing a repair install on it. You'll keep your programs and drivers and get a fresh windows. If that helps then you can simply update it over again.
