Uhh, I'm not the best at this but it sound like you may have a third party Proxy server up and you may not know about it, For instance let say you used Windows explore for about a year then you started to get tons of pops up and redirects all the time. This can be caused by the proxy server open'd in your windows explore So to fix this follow the steps.

1.Open Windows Internet Explorer
2. Go to Tools tab and open Internet options.
3. Click on Privacy and make sure that Pop-up Blocker is Turned on.
4. then Click on Connections and click on LAN settings, Make sure the Proxy server box is Not checked .

If this was already done, then I would download AVAST for this reason.

1. Avast is the only Anti Spy ware that come with a Start up scan (Note it only works Once)
2. You can use this scan to clean your whole computer make sure not to store the items in a chest and to delete them the following step will say why.
3. After you are done I don't find any other use with this program manly because imo Anti virus system are usless they are so easy to by-pass think of a Free to play MMO game they use Game guard and there are TONS and TONS of hackers they by-pass Game Guard its a Anti system. So unless you like the "okay" scans you can uninstall it. Otherwise keep it and see how it works for you.

Now if you have a worm you will need to format your hard drive and install a new copy of your OS

Note again i'm not the best at this stuff this should help you some but there could be ways around some of this. It just my answer to you. Hope it helps.

That could be your problem the whole proxy tab should be greyed out you should have it all uncheck like so.

Automatic configuration:
Automatic configuration may overide manual settings. To ensure the use of manual settings, disable automatic configuration.
Check: Automatically detect settings
Uncheck:Use automatic configuration scrpt

Proxy server:
Uncheck Use a proxy server for your LAN( Blah blah blah)

The Bypass should be uncheck by unchecking the Use a proxy server for you LAN but if its not CHeck the Use a proxy server then uncheck the BYPASS then uncheck the Use a proxy server

Lol thats alot of hand typing for the day.

Also they may have removed the Scan. :(

Hmm.. If the virus blocks application like Antivirus, or other unusual program. You need to reformat your pc and install a good antivirus. If the virus don't block any application, then all you have to do is install a good antivirus. I recommend Eset Smart Security version 4.2.40 or up (NOT Eset NOD32).
