Need help with Windows

I can't boot Windows in normal mode, only in Safe mode. If I try to boot in normal mode, then I get blue with the error message. I have a feeling that the error has to do with a program that starts with Windows in the quick launch bar. I have Adaptec software, Innoculate antivirus, and Audio HQ running there normally.

I am right about the problem? Where in Windows would I be able to disable the above programs from starting with Windows.

Recently I have been experimenting with over clocking so maybe that caused the whole thing or it could have been my brother, who has a habit of messing up any PC he games on.
 
Is it Win98 or ME? If it is then boot into Safe Mode and then go to Start ----> Run. Type msconfig. There should be a startup tab. Click on that and disable all extra programs that are loading at startup.
 
I ran msconfig and I turned everything off except: Scan Registry, Sys Tray, Task Monitor, Load Power Profile, Vet Alert, and Vet Tray.
I still get a "Fatal Exception OE" error. I am really confused. It basically says, it occured at 0028:C187ACDD in VXD VSYNTHD(03) +0000035D.

I am using Windows 98.
 
I searched threw .vxd's and I really didn't know what to look for. I saw some that were used by the Adaptec Software, but I turned that off. I also saw some for Iomega software, I turned that off (threw msconfig). Plus, I haven't any new software in at least 3 weeks.

I went back again into msconfig and turned of my antivirus software and now it won't boot into Windows, regardless of safe mode or not.

Should I just try to resore everything from a previous date. Just after building my PC, I used Take Two, However that has a long time ago and I haven't don't it in a awhile.
 
First you need to re-set the CPU to it's default setting and same with the Bios. Then try booting in normal mode. If it still does not boot normally, then in Safe Mode check the Device Manager. Make sure the list of Devices is what you really have and are not redundant or doubled in entry. If there are any redundant entry removed them. Try re-booting and if it still don't want to reboot normally, insert a boot disk and re-install Windows without reformatting. This will not erase your data but rather overwrite the window OS.
 
I reset the CPU and Bios to default settings. I double checked my devices and they are fine. I reinstalled Windows and the Problem keeps persisting. Just after the Windows StartUp screen, the screen goes blue and I get the error.

What's next? I can't think of anything else to do except to go to my backup.
 
Okay, msconfig does not tell you EVERYTHING that is going at startup. For a more complete list look under Accessories->System Tools in your start menu for something like "System Information". Once you have that open, open the software branch in the left frame and then click on startup programs. This should tell you everything that is set to startup when you reboot the computer. Some of them will inevitably be in the registry and not accessible in msconfig. You have to be willing to delete them from the registry if you want to disable them. I don't want to be responsible for messing up your registry, so proceed with caution. If you see some things that you don't want starting up, then click on start->run and type in regedit. Open up the branch that corresponds to the location of the startup file. It's probably HKEY_LOCAL_MACHINE->Software->Microsoft->Windows->CurrentVersion->Run. You can try to take steps to preserve the knowledge of what you are deleting so you can restore it if you want it back, but deleting the keys is as easy as right clicking and then choosing delete. If you are careful, it should help the situation if a startup program is causing the problem. Another solution is to do a clean install of Windows 98. That will sometimes take care of issues, but I don't remember if you said you already did that.
 
I really don't want to mess with the registry. (bad experience🙂)
I'll just format everything exept for my Data partition. Then start from scratch. It should only take 3-4 hours.
