For starters, did you disable System Restore and delete all System Restore files? Your system might not be allowed to touch them due to permissions issues. When you have Norton scan, just set it to kill on sight, no questions asked, and that should help. Booting in Safe Mode probably would be a good idea as well.

Yep, disabled system restore. Norton was set to "kill on sight", but the only time it found anything was during the rescue disk scan and the file couldn't be repaired or deleted.

Reformatting is an absolute last resort. I know it might have to come down to that, but I (and he) would rather it didn't.
