Need help with TV tuner setup

I have two option for when I move to my on-campus apartment in a week or so. I don't have cable service and I don't think I need it because all I watch are the local channels available with a simple antenna. I have no use for recording (just watching) and I have a laptop. What hardware config do I need to be able to watch TV on my laptop? Space and budget are an issue and I am open to all suggestions as long as the costs are reasonable.

I also have the choice of moving my old desktop (P3 with no tuner) into my apartment if it will make it easier. What is the cheapest and most space efficient method in this situation?

For a laptop, I would think one of the USB tuners like ATI's TV Wonder USB 2.0 don't even consider the prior TV Wonder USB model as it is crap. Newegg search for USB2 TV Tuners turned up several models to choose from.
