Need help with transferring computers

Ok, so my dad has been using an Intel Pentium 2 gateway for about 5 years now, and in the last 2 years he had Windows 2000 Installed by his company's IT guy.
But now that my brother is going away to college (and he has a laptop) by dad has decided to upgrade from his gateway to a Pentium 4 with Windows XP Home (or professional, i cant remember which one it is).

Basically, my dad uses his old gateway for minor buisness stuff (mostly Outlook and a few others like it) and he wants me to transfer all his files AND PROGRAMS from the windows 2000 computer, to the Windows XP computer.

At first i was just going to use my external HDD and copy the files onto it, then onto the XP computer, but now that he needs his program copied over to (he doesnt have any of the program install CD's left anymore), what should i do?

How can i copy over programs and ensure that they'll still work??
(last time i tried something like this, i just copied over the program file folder, and for some programs, they didnt work correctly on the new computer, some sort of missing file error).......

My dad has long since gone away from that company (1+ years now), so using outside help is a no no

if i can make it simpler

The only program that i absolutely need to copy over (that we dont have the install cd for) is Outlook. I absolutely positively need that program (no other programs matter)
